Basement slabs in the Chicago suburbs sit in clay, and clay holds water against the concrete. That is why the flooring question below grade is different from the one upstairs: whatever you put down has to survive getting wet.
Epoxy is the practical answer, because it is seamless and there is no seam or pad for mold to colonise. The step people skip is testing. Concrete below grade transmits water vapor upward continuously, and if the drive exceeds what the coating can handle the floor blisters months later. We test every basement before quoting. Where water comes in from outside, a french drain is the fix that has to happen first.

Basement Epoxy questions
Can you epoxy a basement floor that gets damp?
Usually, but only after testing. Above 3 pounds per 1,000 square feet per 24 hours we switch to a vapor-mitigating primer. Standing water from an active leak has to be fixed first.
How much does an epoxy basement floor cost?
Area sets the base number, and repairs plus a vapor-mitigating primer on a damp slab add to it. We moisture-test the floor before quoting so the price holds.
Is epoxy better than carpet in a basement?
For anything below grade, yes. Carpet and padded laminate trap moisture and grow mold after a sump failure. Epoxy gets squeegeed dry and is back in service the same day.
Does a basement floor need to be ground first?
Always. Basement slabs are often sealed, painted or covered in old tile adhesive. All of it has to come off mechanically before a coating will bond.
